The Kaipara Harbour, despite it’s
special natural and cultural significance in New Zealand, let alone in
Global terms does NOT have an integrated management plan.
The harbour
catvchment areas are administered and influenced by policies of two Regional
Councils, four District Councils and numerous government agencies e.g.
Northland
Regional Council Auckland Regional Council
Kaipara
District Council Whangarei District Council
Rodney District
Council Waitakere City Council
Department
of Conservation Ministry of Fisheries
Ministry of
Agriculture and Forestry Ministry of Transport
Transpower Transit New Zealand
…etc
This
fragmented and divisive approach is the worst possible framework to care for
the Kaipara’s vulnerable and fragile eco-systems and environment.
The Kaipara
is a special place in need of sensitive and co-ordinated management, with
out which it cannot survive in its present state.
THE SOLUTION is to establish a
single management body with an integrated management plan for the whole of
the Kaipara Harbour, its foreshores and catchment environs.
